On the morning of January 16th, the second session of the 17th People's Congress of Nanjing kicked off at the Nanjing Great Hall of the People. Chen Zhichang, Mayor of Nanjing, delivered government work report to the conference on behalf of the Municipal People's Government.

報告回顧了2023年工作，部署了2024年重點(diǎn)工作，并對2024年民生實(shí)事候選項(xiàng)目作了說明。

The government work report reviewed the work for 2023, mapped out key tasks for 2024, and provided explanations for the candidate projects for people's livelihood in 2024.

報告指出，過去一年是全面貫徹黨的二十大精神的開局之年，是三年新冠疫情防控轉(zhuǎn)段后經(jīng)濟(jì)恢復(fù)發(fā)展的一年，在江蘇和南京發(fā)展史上具有特殊意義。一年來，南京主要抓了六大方面工作：

According to the report, 2023 marked the beginning of the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China (CPC) and was a year of economic recovery and development after three years of COVID-19 prevention and control. It held special significance in the development of Jiangsu Province and Nanjing. Over the course of the year, Nanjing focused on six major areas of work:

部署2024? ? Key Tasks for 2024?

報告從外部環(huán)境、宏觀政策、我市實(shí)際等方面，客觀全面分析了當(dāng)前發(fā)展面臨的挑戰(zhàn)和機(jī)遇，提出今年要重點(diǎn)做好十個方面的工作，奮力開創(chuàng)南京發(fā)展更加美好的明天。

The report objectively and comprehensively analyzes the challenges and opportunities facing current development from external environment, macro policies, and the actual situation in Nanjing. It proposes to focus on ten key areas of work in 2024 to vigorously create a brighter future for Nanjing's development:

1. 堅(jiān)持?jǐn)U大內(nèi)需、穩(wěn)定外需，著力鞏固和增強(qiáng)經(jīng)濟(jì)回升向好態(tài)勢

Adhere to expanding domestic demand and stabilizing external demand, and consolidate and enhance the positive trend of economic recovery

2. 堅(jiān)持鍛長補(bǔ)短、集群強(qiáng)鏈，著力推動產(chǎn)業(yè)強(qiáng)市建設(shè)大突破

Adhere to strengthening industry clusters and supply chains, and promote breakthroughs in building Nanjing as a city with strong industries

3. 堅(jiān)持求實(shí)扎實(shí)、四鏈融合，著力打造具有全球影響力的產(chǎn)業(yè)科技創(chuàng)新中心主承載區(qū)

Adhere to the integration of talent, education, innovation, and industrial chains, and strive to build the main carrying area of the industrial technology innovation center with global influence

4. 堅(jiān)持深化改革、擴(kuò)大開放，著力構(gòu)建國內(nèi)國際雙循環(huán)的鏈接樞紐

Adhere to deepening reforms and expanding opening up, and work on building a hub of a "dual circulation" development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement

5. 堅(jiān)持規(guī)劃引領(lǐng)、數(shù)字賦能，著力完善城市功能品質(zhì)

Adhere to planning guidance and digital empowerment, and improve the quality and functions of the city

6. 堅(jiān)持弘揚(yáng)新風(fēng)、傳承文脈，著力建設(shè)社會主義文化強(qiáng)市

Adhere to fostering new practices and inheriting traditions, and strive to build a city with strong socialist culture

7. 堅(jiān)持生態(tài)優(yōu)先、綠色發(fā)展，著力促進(jìn)人與自然和諧共生

Adhere to the green development that gives priority to ecology, and promote harmonious coexistence of humans and nature

8. 堅(jiān)持城鄉(xiāng)融合、興農(nóng)惠農(nóng)，著力推進(jìn)鄉(xiāng)村全面振興

Adhere to urban-rural integrated development, support agriculture and benefit farmers, and advance rural revitalization on all fronts

9. 堅(jiān)持完善體系、兜牢底線，著力保障和改善民生

Adhere to improving the system and safeguarding the bottom line, and ensure the well-being of the people

10. 堅(jiān)持系統(tǒng)思維、科學(xué)施策，著力提升城市治理體系和治理能力現(xiàn)代化水平

Adhere to systematic thinking and scientific strategies, and enhance the modernization level of urban governance system and governance capacity

Projects for People's Livelihood

在廣泛征求意見的基礎(chǔ)上，南京遴選出十二類47項(xiàng)民生實(shí)事候選項(xiàng)目提交大會，請各位代表審議并票決。

Based on extensive solicitation of opinions, Nanjing has selected twelve categories comprising 47 candidate projects for people's livelihood initiatives, which are now submitted to the conference for representatives to deliberate upon and vote on.
